Health resource allocation method at cordon sanitaire for pandemic control and prevention

The outbreak of COVID-19 and its variants has profoundly disrupted our normal life. Many local authorities enforced cordon sanitaires for the protection sensitive areas. Travelers can only cross after being tested. This paper aims to propose a method determine optimal deployment in terms minimum queueing delay time with available health testing resources. A sequential two-stage model is formulated where first-stage describes transportation system equilibrium predict traffic flows. second-stage model, nonlinear integer programming, optimizes resource allocation along sanitaire. optimization minimize system's total among all entry gates. Note that stochastic used represent phenomenon at each link. heuristic algorithm designed solve proposed Method Successive Averages (MSA) adopted genetic (GA) elite strategy model. An experimental study conducted demonstrate effectiveness algorithm. results show these methods find good solution, it not cost-effective keep adding resources reaching certain limit. These are useful policymakers pandemic control prevention.
